The Optimal Combination of Corruption Reforms: Is a Comprehensive Approach a Good Idea?

چکیده
Itoh for the constructive comments in the early stage of this paper. I also thank participants in the workshop at Boston University, the seminars at Nagasaki, Kyoto and Osaka, and the NEUDC conference at Harvard University. All remaining errors, of course, are my own responsibility. Abstract Earlier work on corruption reform often argues that a broad set of reforms should be simultaneously implemented in many different sectors. The purpose of this paper is to examine the validity of this argument by examining the complementarity or substitutability of anticorruption reforms in different sectors. The model rationalizes some frequently discussed interaction effects, and identifies some new interaction effects. These imply that in certain countries, it will be optimal to implement administrative reform alone; in other countries, it will be optimal to combine all reforms.

A Comprehensive Approach to Develop a Continuous Fuzzy Guidance Law for Maneuvering Targets
Based on the idea of Continuous Fuzzy Guidance Law (CFGL), a andldquo;three-phase fuzzy guidanceandrdquo; (TFG) law is proposed for the class of surface to air homing missiles. The current approach enables the guidance law to track a maneuvering target from the beginning of the launch phase up to the terminal one while itdynamically attempts to keep miss-distance, flight time and control effort...
متن کاملBiomechanical Investigation of Empirical Optimal Trajectories Introduced for Snatch Weightlifting
The optimal barbell trajectory for snatch weightlifting has been achieved empirically by several researchers. They have studied the differences between the elite weightlifters’ movement patterns and suggested three optimal barbell trajectories (type A, B, and C). But they didn’t agree for introducing the best trajectory. One of the reasons is this idea that the selected criterion by researchers...
متن کاملAll It Takes for Corruption in Health Systems to Triumph, Is Good People Who Do Nothing; Comment on “We Need to Talk About Corruption in Health Systems”
Numerous investigations demonstrate that the problem of corruption in the health sector is enormous and has grave negative consequences for patients. Nevertheless, the problem of corruption in health systems is far from eminent in the international health policy debate. Hutchinson, Balabanova, and McKee have identifed in their Editorial five reasons why the health policy community has been relu...
متن کاملA new metaheuristic genetic-based placement algorithm for 2D strip packing
Given a container of fixed width, infinite height and a set of rectangular block, the 2D-strip packing problem consists of orthogonally placing all the rectangles such that the height is minimized. The position is subject to confinement of no overlapping of blocks. The problem is a complex NP-hard combinatorial optimization, thus a heuristic based on genetic algorithm is proposed to solve it. I...
متن کاملGovernance and Anti-corruption Reforms in Developing Countries: Policies, Evidence and Ways Forward
International institutions and in particular the World Bank and the IMF are rightly giving a great deal of attention to issues of governance in developing countries, and particularly corruption. While they are right to believe that governance matters, governance in the most successful developing countries has often been starkly at variance with the good governance model. Even the most successfu...
